Hyzhko says thermal plant in Vinnytsia region destroyed — Strana
The outlet reported a councillor’s statement about a plant’s destruction and uncertain recovery prospects. DTEK separately reported that three thermal plants had shut down after strikes.
Vinnytsia Regional Council member Andrii Hyzhko said a thermal power plant in the region had been destroyed and its recovery prospects were uncertain. The outlet Strana reported this on November 5, 2026, referring to the facility as the “Vinnytsia thermal power plant”.

According to the outlet’s account, the councillor described a strained energy situation and the use of emergency power cuts as well as scheduled outages. His assessment of the plant’s prospects does not mean a technical determination has already been made that restoration is impossible: the report contains no such conclusion from the operator.

In its own November 4 post, DTEK said three of its thermal power plants had stopped operating the previous day because of extensive destruction following a large-scale attack. The company released photographs of damage but did not name the plants. That statement therefore does not establish the condition of the specific facility mentioned in Hyzhko’s statement.
In Ladyzhyn, Vinnytsia region, where the Ladyzhyn thermal power plant is located, a gradual switch to alternative heat sources began after a Russian missile attack. Ukrinform, citing city council secretary Oleksandr Kolomiiets, reported that parts of the city also lacked electricity and water, with services working on restoration. The plant supplies heat to a substantial part of the city.

On November 5, DTEK explained that serious damage to energy equipment requires considerable effort and time to repair, while air raid alerts and the threat of further attacks complicate the work. According to the company, both power plants and electricity transmission facilities are being targeted; energy workers continue repairing equipment around the clock.
