Ukrainska Pravda reports Tsenov detained in Carthage case
Ukrainska Pravda’s sources say the first deputy head of Ukraine’s National Police Strategic Investigations Department has been detained.
Anti-corruption authorities have detained Volodymyr Tsenov, first deputy head of the Strategic Investigations Department of Ukraine’s National Police, in the Carthage case. Ukrainska Pravda reported this in an article dated November 4, 2026, citing sources in law enforcement.

According to the outlet’s sources, Tsenov appears in the released recordings under the alias “Price”. Ukrainska Pravda also relays investigators’ allegation that a senior department official using that alias provided police protection for fraudulent call centres. The identification of “Price” as Tsenov rests on the outlet’s sources.

On November 4, the National Anti-Corruption Bureau of Ukraine (NABU) officially announced that, together with the Specialised Anti-Corruption Prosecutor’s Office, it had uncovered an organisation whose members allegedly paid systematic bribes to senior law enforcement officials to allow call centres and other illegal businesses to operate unhindered. According to NABU, at least 12 people were involved, including serving senior officials from the Security Service of Ukraine, the Prosecutor General’s Office and the National Police.
Investigators allege that the call centres defrauded Ukrainian citizens and foreigners. NABU also links the organisation’s activities to drug sales, the illegal production of counterfeit cigarettes and foreign currency, as well as assaults, abductions and bodily harm carried out in its interests.

These accounts describe investigators’ allegations, not facts established by a court. In its statement, NABU reiterates the presumption of innocence: a person’s guilt must be proved through lawful proceedings and established by a court conviction.
