Dnipro: rescue operation completed. Dnipropetrovsk regional administration head Oleksandr Hanzha reported that the morning attack killed two people and wounded 20. When the search ended, 14 injured people were in hospital, including three men in serious condition. Rescuers pulled a woman alive from the rubble; the threat of further strikes hampered their work. In a November 4 update, Hanzha said 14 people injured in the November 3 attack remained in hospital, but the number of men in serious condition was now four. Doctors assessed the condition of the other hospitalized patients as moderate.

The attack damaged homes, a primary healthcare outpatient clinic and a city hospital. The Health Ministry said nearly 100 patients were in the hospital: neither they nor medical staff were harmed. Patients were being transferred to other hospitals. The morning figures of one dead and 17 wounded were preliminary; after the operation ended, the regional administration revised them to two and 20 respectively.

Kharkiv: hospital damaged. The Health Ministry said the pre-dawn strike hit a passage connecting buildings at a city hospital, damaging more than 1,000 windows. Seventy-three people were affected; most experienced an acute stress reaction. Patients were moved to other departments and medical facilities in the city. The number of people affected should therefore not be equated with the number who suffered physical wounds.

Petropavlivska Borshchahivka: SBI opens proceedings. The State Bureau of Investigation is investigating the events of November 2 outside a private house near Kyiv under Part 5 of Article 426-1 of the Criminal Code, concerning abuse of authority or official powers by a military official. According to information available to investigators, the house was used to temporarily accommodate National Guard personnel who had returned after leaving their units without authorization.

People gathered outside the house after social media reports of possible unlawful detention of military personnel. The confrontation escalated into clashes, shots were fired and police vehicles were damaged. The SBI said it would examine the conditions in which the personnel were staying, reports of coercion and the legality of all participants’ actions. Opening a case does not mean allegations of unlawful detention have been proven: the bureau stressed that accounts contradicted one another and some claims lacked adequate substantiation.
