Lutsk in Darkness, Kyiv Under Emergency Blackouts: 370,000 Subscribers Without Power After Russian Night Strike
Russia's massive overnight strike on October 16 left Lutsk and most of the Volyn region without electricity, with 370,000 subscribers blacked out. Kyiv moved to emergency outages after a drone hit an energy facility. The government had promised to strengthen air defense — the lights are still off.
1 / 4Russia struck again at Ukraine’s most vulnerable point — its power grid. On the night of October 15–16, a wave of drones and missiles hit western regions and the Kyiv area. The result: Lutsk and most of Volyn region are without electricity. Kyiv is under emergency blackouts. Dozens of homes were damaged, and two people were injured.
What happened
According to the Volyn Regional Military Administration, as of 8:00 AM on October 16, 370,000 subscribers remained without power. That’s not just a number — it’s hundreds of thousands of people who don’t know when the lights will come back, whether water pumps will work, or whether they can charge their phones. Repair crews from Volynoblenergo cannot begin work because of the constant threat of follow-up strikes. The air defense system, which the government has been promising to strengthen, does not guarantee safety even for repair teams.
In Kyiv and the surrounding region, the situation is somewhat better but still alarming. On the evening of October 15, a Russian drone damaged an energy facility in the capital — part of the city lost power, and water supply was disrupted. In Kyiv Oblast, hits were recorded in four districts: Bucha, Vyshhorod, Fastiv, and Obukhiv. A total of 33 objects were damaged, including 25 private homes. Two people were injured.
Ukrenergo, the national grid operator, imposed hourly blackout schedules for all consumers on October 16 from 6:00 AM to 11:59 PM, ranging from 0.5 to 2 queues. In Kyiv Oblast, emergency outages were canceled, but stabilization schedules remain in place.
Broken promises
Here’s the catch. On October 5, President Zelensky announced “additional steps to protect the energy sector” — new contracts for air defense systems and missiles, and the development of turrets. On October 7, he emphasized: “The threat is there every day, and the batteries must have missiles.” In June 2026, he named missiles, fuel, and energy protection as components of a “winter package.” And back in February, he promised to approve a strategy for restoring and protecting the energy sector for 2026–2027.
Ten days after the loud promise of “strengthening” — 370,000 people are sitting in the dark. Repair crews are afraid to go out. Where are the promised systems? Where are the turrets that were supposed to shoot down Shahed drones? Where are the missiles that were supposed to be in the batteries? It seems the “winter package” exists only in press releases.
Opposition: “the government sabotaged the program”
The opposition European Solidarity party has already blamed the government for derailing a program that could have prevented blackouts. Specific statements about this particular attack are still scarce, but the general line is clear: promises remained promises, and people are paying with light and heat.
Key questions unanswered
When will the lights come back on in Lutsk? There are no official forecasts. The Volyn administration is silent. Ukrenergo shrugs. Is Ukraine ready for winter? Analytical reports are contradictory, but the fact remains: after every massive attack, the system cracks. If this continues, the winter of 2026–2027 could be the hardest yet.
And the worst part: even when repair crews risk their lives to restore lines, no one guarantees that another strike won’t come within hours. Because the air defense that was promised still does not cover the sky over energy facilities.
Instead of a conclusion
370,000 subscribers without power is not just a consequence of a Russian attack. It is the price of unfulfilled promises. The government can talk about “strengthening” and “strategies” as much as it wants, but when entire cities are left in the dark, words lose their meaning. People want to see results — light in their homes and safety from strikes. So far, there are no results.
