Kyiv restores water after fresh disruptions as heating rollout continues

After a morning statement on stabilisation, the city reported fresh water disruptions. Pressure is gradually being restored; almost 45% of residential buildings have heating.

Kyiv is gradually restoring water supplies on 5 November 2026 after fresh disruptions caused by power outages at Kyivvodokanal facilities. The Kyiv City State Administration’s daytime update came after acting first deputy head Petro Panteleiev said in the morning that the situation had stabilised following strikes on energy infrastructure. Connections of residential buildings to heating are continuing meanwhile.

At a briefing at the Kyivinform press centre, Panteleiev said the situation had been stabilised after large-scale attacks on energy infrastructure. As reported by Vechirniy Kyiv, he also stressed that the capital is part of Ukraine’s interconnected power system, and developments in that system directly affect the city’s essential services.

Later, the city administration reported temporary water disruptions caused by power outages at water utility facilities. Utility specialists and energy workers were restoring service wherever possible. In a subsequent statement, Mayor Vitali Klitschko said pressure was gradually being normalised and water restored to affected districts. He attributed the emergency to a Russian attack on Ukraine’s power system and damage to equipment supplying electricity to Kyiv, among other areas. The morning stabilisation therefore did not mean an end to further disruptions.

The heating situation must also be distinguished from a completed citywide rollout. According to Klitschko’s statement on 5 November, almost 45% of residential buildings had heating. Supplies to the residential sector began on 2 November, while the heating season for social institutions began on 16 October, with connections made at their managers’ request. At the briefing, Panteleiev gave a target of completing residential connections by 12 November, except for buildings experiencing emergencies.

The city is developing backup power to reduce the water supply’s vulnerability to outages. According to a separate city administration statement following the briefing, systems with a total capacity of about 27 MW are already operating: there are 104 generators for small and medium-sized facilities and three diesel generating installations with a combined capacity of almost 16 MW at major water intake facilities. Work on an additional 40 MW continues; that capacity is not yet commissioned. Large centralised systems require full-scale backup power stations, the administration explains.

During disruptions, the city administration recommends collecting drinking water at municipal public water pumps; addresses are listed on the Kyivvodfond municipal enterprise’s website. Addresses and current opening hours of Points of Invincibility support centres are available in the Diia and Kyiv Digital apps. Speaking at the briefing, municipal security department director Roman Tkachuk said residents could warm up and use backup electricity at these centres.
