Emergency power cuts imposed in Kyiv and four regions, then Dnipro
On November 5, Ukrenergo announced emergency power cuts in the capital and four regions. DTEK later announced emergency cuts in Dnipro.
Emergency power cuts were introduced in Kyiv and the Kyiv, Zhytomyr, Chernihiv and Cherkasy regions on November 5, 2026. Ukrenergo announced the restrictions, attributing them to difficult conditions in the power system following Russian attacks.

In the morning, DTEK first announced emergency cuts in parts of the capital’s Sviatoshynskyi, Shevchenkivskyi and Podilskyi districts, followed by the Kyiv region. In both cases, the company said it was acting on Ukrenergo’s instructions.
Later that day, DTEK also announced emergency power cuts in the city of Dnipro, again on Ukrenergo’s instructions. That announcement applies to the city, not the entire Dnipropetrovsk region.

Previously published schedules do not apply where emergency cuts are in force. Ukrenergo said the emergency restrictions would be lifted once conditions in the power system stabilise. The operator gave no specific time for lifting them in that announcement.
In a separate morning update for November 5, Ukrenergo also reported consumers without power in the Dnipropetrovsk, Kharkiv and Chernihiv regions following new and earlier attacks on energy facilities. Emergency repairs are underway wherever security conditions permit. This damage and the resulting interruptions should not be confused with the list of regions subject to emergency consumption restrictions.

The operator warns that conditions may change and recommends following updates from the local electricity distribution operator. Consumers who have electricity are asked to use it sparingly.
